Auditor Demands Repayment of Misspent Welfare Money

October 12, 2021


Multiple audits now confirm millions of dollars intended for the poor were spent illegally


JACKSON, Miss. – State Auditor Shad White’s office served demands for more than $77 million of misspent TANF (Temporary Assistance for Needy Families) money today. The individuals who signed off on the illegal spending, like former Department of Human Services (DHS) Executive Director John Davis, along with vendors who were paid those funds yet failed to do all the work required under their contracts, received these demands.


“Two years ago my office audited DHS,” said White. “After two years of work, we found tens of millions of dollars in misspending. Those findings have now been confirmed, this month, by an independent forensic audit commissioned by DHS. It’s time for the taxpayers to attempt to recover what we lost.”


DHS’s forensic audit, which was conducted by an independent, outside CPA firm from Maryland, released its findings on October 1. “After our first DHS audit, I told the public we would have to consult with our federal partners at the Department of Health and Human Services before coming to final conclusions about who owed what money back,” said White. “Those partners were waiting for this forensic audit. Now that it’s complete, we are in a position to demand the illegally spent welfare funds be returned to the state.”


The Auditor’s office issued a demand to Davis for $96.313 million – which includes interest – for his role authorizing over $77 million in illegal TANF spending.


Two nonprofits, the Mississippi Community Education Center (MCEC) and the Family Resource Center (FRC), either misspent or improperly dispersed portions of that $77 million, meaning the money was ultimately misspent by a vendor to the nonprofit. As a result, the board and leadership of MCEC (Nancy New, Zach New, Jess New, Brian Bledsoe, Susan Floyd, Virgil “Buddy” Strickland, and Beth Purifoy) were served with a demand for $68.159 million. FRC’s board and leadership (Christy Webb, Jerry Bailey, Debbie Pickens, Jimmy Pappas, Amanda Angle, and Steven Blaylock) were served with a demand for $15.549 million.


Auditors issued additional demands to vendors who received part of the $77 million in welfare spending but did not completely fulfill the terms of their contracts:


•           Austin Smith: $378,791


•           Brett Dibiase: $225,950


•           Favre Enterprises, along with Brett Favre and Robert Culumber: $828,000


•           Heart of David Ministries, controlled by Ted Dibiase, Sr.: $722,299


•           JTS Enterprises and Transformational Ventures, controlled by Brian Jeff Smith: $674,715


•           The Marcus Dupree Foundation, controlled by Marcus Dupree: $789,534


•           Nancy New: $2,589 (for payments received from FRC)


•           NCC Ventures, controlled by Nicholas Coughlin: $237,915


•           Ted Dibiase, Jr.: $3.903 million


•           Warren Washington Issaquena Sharkey Community Action Agency, along with agency leaders Jan Vaughn, Jannis Williams, Janice Jelks, and Delinda Robinson: $75,261


•           Zach New: $74,118 (for payments received from FRC)


Former DHS Deputy Director Jacob Black was also served with a demand for $1,824 for unallowable first-class air travel.


These board members, nonprofit executives, and individuals are liable jointly and severally for the demands. This means the individuals share responsibility for repaying portions of the total amount with John Davis.


If the demanded amounts are not repaid within 30 days, the Attorney General’s Office is responsible for enforcing the demands in court. These demands are civil in nature, not criminal. A civil demand does not imply criminal liability.


“I’m grateful that DHS’s Director Bob Anderson has worked with the Attorney General’s Office to hire an attorney to recover these funds. These demands serve as the next step in the recovery process. If there is more money that the Attorney General believes has been misspent than what we have identified in these demands, we stand ready to help them investigate if needed,” said White. “More demands are possible.”

At this time, the Mississippi Office of the State Auditor refuses to comment on the current criminal investigation or proceedings.

New ROH Women’s Champion Rok-C On What She Learned From Maria Kanellis, And More


 

Rok-C may not be able to buy a drink or rent a car but the 19-year-old is more than capable of leading Ring of Honor’s women’s division into a new era. The “Prodigy” proved that by defeating Miranda Alize in the final of a grueling Quest for Gold tournament at Death Before Dishonor in Philadelphia. Rok-C, real name Carla Gonzalez, also scored impressive victories against Sumie Sakai, Quinn McKay, and Angelina Love leading up to the pay-per-view. A few weeks later and the champ is still finding it hard to put the historic win into words.

“These things don’t happen very often,” she said. “It was a really special moment because my family was there. They were actually brought to the ring when I won. My mom and dad were such a big part of my journey. They’ve been super supportive since I started wanting to become a professional wrestler…My mom has always been super supportive since the beginning. She helped me come up with my wrestling name and wrestling outfits. It’s really crazy to see everything come to life now and have her be such a big part of it and share that moment with me.”


Rok-C remembers keeping a journal where she would come up with signatures and entrance songs. When it came to a wrestling name, the youngster was inspired by one of her favorites in The Rock.

“I kind of switched up the wording a little bit. I honestly didn’t expect that to become my wrestling name,” she said. “I remember before one of my first matches, my trainers were like you have to come up with an entrance song and ring name. I didn’t have a lot of time. Then it just stuck until now.”


The ROH star is learning to appreciate every accomplishment and milestone. Whether it’s seeing her name with the gold or on a t-shirt. All are reminders of how hard work is paying off. Rok-C is also grateful for sharing the ring with veterans and who she deems pioneers of women’s wrestling. The Reality of Wrestling alum also speaks highly of fellow emerging talent like Quinn McKay.

“She is a backstage interviewer, but not just a backstage interviewer. I know she came into professional wrestling wanting to be a wrestler. It was really cool to get in the ring with her. I think that was one of the most competitive matches I’ve ever had in my career. I learned so much from Sumi and Angelina as well and kind of come into my matches with that mindset all the time. I’m going to learn something from every single match that I have.

“I think even prior to the matches with Sumi and Angelina on the independent scene, I was thrown into these matches with these super experienced women’s wrestlers. I got thrown into the ring with Jazz when I was 17. I think moments like that helped me with these new experiences. It was nerve-wracking but a little less nerve-wracking.”


For Rok-C, board member Maria Kanellis also helped make the transition into ROH that much smoother. A passion for the business, specifically women’s wrestling, shines through.

“I got so much good advice. Mainly, Maria, she was so helpful from the moment I walked into Ring of Honor,” Rok-C said. “She is a huge mom figure. Even just aside from the actual wrestling part. She is so helpful and amazing. I’m excited to continue learning from Maria and everyone else at Ring of Honor.”


Rok-C continues to build a connection with the audience as the triumphant underdog. She takes pride in proving doubters wrong.


“It definitely is a little bit of pressure, especially because of my age,” she said. “I feel like even when I first started training I have always had this, ‘‘Whatever. We’re not going to take her as seriously.’ I kind of use that as fuel throughout my career.’

“I know I can accomplish so much and know regardless of my age that I have just the same amount of heart, if not more, than some of the other professional wrestlers out there. I think now I’m starting to get recognition where I’m not going to be underestimated anymore. Paige started out really young. I think she started out at age 13. She accomplished so much. That was a really big inspiration to me because if she can do it, I can do it too.”


Don’t let Rok-C’s stature, happy personality, and youthful exuberance fool you. The teen is tough as nails who has paid her dues, sacrificing so much to have a dream realized.

“I actually started taking Greyhounds when I was 16 or 17,” she said. “I started taking them to Booker T’s [Reality of Wrestling] to train there. I would take Greyhounds to a lot of my wrestling shows. Some of the wrestlers were really helpful because sometimes there wasn’t a Greyhound. For example Abilene Texas, there wasn’t a greyhound station there. So I would take a Greyhound to Houston and then get picked up by one of the wrestlers and drive with them.

“Then they would drop me off at the Greyhound. I would get back home at 4 in the morning and wake up at 7 a.m. I would be on the bus and doing all my college and high school work. People would joke around because after my match I would go to the back and do my college essays and my college test. I was so dedicated.”

Ricky Starks On His Back Injury, And More

 



AEW’s Ricky Starks recently spoke with Instinct Culture about a variety of topics including the broken neck he suffered back in April. He notes how although he has been able to get in the ring since Summer, his neck won’t be fully healed for two years after the incident, so AEW is taking their time getting him back to full-time wrestling.

“The situation is that I’ve been cleared since July. I had a match in Austin and that was my first match after the neck injury, and I’ve been cleared there after,” Starks said. “For whatever reason, people just put together ‘well he isn’t on TV because of that.’ That was never stated, that was never confirmed or anything like that. I do appreciate having the time off though, to further heal up my neck.

“When you have a broken neck, when you have a fractured neck, whatever type of bone that is broken, you have 3/4 months that it’s healed, but to fully heal it takes like 2 years. That’s just from a doctor’s point – a bone doesn’t fully heal until 2 years after,” he added. “So I am always gonna have that, but to have the time off and to have the time where I am still on TV and commentating and things like that, I am very appreciative of it, especially AEW giving me that time to slow it down and take my time with it. Anyone else could have rushed me back into the ring.”


As the reigning FTW Champion, Ricky Starks thinks it would make for an entertaining segment to hold an open challenge for his title belt. He also took a moment to address anyone who might claim his FTW title isn’t a “real” championship.

“I like the challenge of having the FTW belt because I don’t fit the stereotypical mold of what that is as history has shown. We have Taz who is a very hard-nosed, badass basically, and I am a badass in my own right…. I would like to have an open challenge for it. Regardless of whether people recognize it as a real thing or not, the fact of the matter is I am a champion regardless, and at the end of the day, I will remain a champion. So it would be cool for me to have somebody to come and challenge, or I throw out the bait and see who catches it. But I think, for me, most important is that it’s Ricky’s title, it’s Ricky’s vision of what it is, and no one can say it differently. I can have the type of momentum that the TNT title had with the open challenges and things like that.”


All Elite Wrestling continues building an exceptional roster with signings like CM Punk, Bryan Danielson, and Adam Cole. For Starks, he sees this growth as an opportunity for younger stars like himself to only get better in the squared circle.

“I think because we have such a good rapport with the fan base, and a reward system, and giving wrestlers a chance, and letting them have the opportunity to actually go out there and wrestle, and all of these things – it’s a big thing, a big melting pot of success that will only get better as we keep moving forward. When I came into AEW in 2020 during COVID, it was a night and day difference. The landscape was totally different, so to see it go from that to what it is now – and we have so much more to go, I am still amazed by that…. But I think in part, it had to do with the help that we got, the signing of CM Punk, Bryan Danielson, Adam Cole and things like that. And from that point, I do want to say, we were building a base before these guys came in, we built a platform, a home, for them to see, ‘Hey, that’s a place we want to go.’

“So don’t get it twisted, the people that were here originally built all of this,” Starks pointed out. “Just like any type of building piece, we had that, then we had them come in, then we have the young guys that are moving up now being the stars they were being built up for. It’s just so many cool parts. I think it’s cool to have someone like Punk, Bryan, and Adam Cole because iron sharpens iron and we cannot get better if we just wrestle the same 50 guys that we did the past ten years. So, I am a fan of it. I am really excited for it. The more the merrier as long as they come to work, and wanna help out and not be selfish.



JOSEF SAMAEL TALKS CONTRA, MLW AND MORE

Recently, the Shining Wizards spoke with Josef Samael. Here are some of the highlights:


On the success of Contra Unit:  I think that you’ve got a heel faction that is multi-faceted.  You’ve got a narrator in myself that’s able to hit the points in the proper way.  There’s always a hero in peril.  It’s very believable. What we do, how we move, how we maneuver, what we do to the babyface… It’s well built.  It’s well staffed, and everybody pretty much does their job.  Everybody comes out and really kills it on each end.  Behind the camera, in front of the camera, on both sides of the fence.  We’ve been really lucky.  It’s something that’s special, and not just Contra.  Contra is definitely special, but just all the players involved.  It’s something that you really, really hope for when you’re performing.  It’s something that you really really hope for when you’re creating, and you’re involved in stuff.  It’s one of those deals where planets align.  And we’ve had that. I guess Contra is pretty good.  We’ve had it with LA PARK.  We’ve had it with Tom Lawlor.  We’ve had it with our debut.  Me & Jacob (Fatu) have had it in PCW Ultra.  If I really had to give it an answer, it’s believability and credibility.  If you have a believable and credible heel, and you have a believable storyline, then you can lose yourself in it.  And I think that’s what pro wrestling is missing, so we tend to stand out when we’re just doing what you’re supposed to be doing in pro wrestling.


On Contra’s Longevity:  I think it’s believability.  We believe our own bullshit.  And therefore, people buy into it.  We’re just doing our jobs.  We’re fun to write for.  I always look at professional wrestlers like action figures.  If they’d be cool to play with, and if they had cool accessories, then they can get over.  If you look at a wrestler, and he’s kind of boring and he doesn’t have anything like me, for instance.  I’ve got a fireball, I’ve got a spike and I’m in wrestling gear, I’m in a suit.  Fatu, the same thing.  He’s got the braids.  All the different things about us and what we do.  I just think it’s exciting and I think when somebody throws the ball over the plate for you, you either hit it for a home run or you don’t.  And I think that everybody in our group and everybody that we’ve worked with has hit it for home runs.  I’m very, very lucky and fortunate and grateful that we’ve been in the main event picture since day one.  And the fact that we’ve been able to stay in the main event picture, and the fact that we’ve been able to keep it exciting, and the fact that we’ve been the only thing that’s been a constant and it’s never gotten stale - I’m just grateful to be in this position and I’m happy with the trust, and I’m happy that in all my years in professional wrestling and all of Jacob’s talent… I’m just happy that it’s working.


On MLW and VICE:  Dark Side of The Ring Is super-hot, and I don’t know much about anything.  I do have a lot of jobs at MLW, but the TV is not one of them.  So I’m kind of on a need to know basis when it comes to that sort of thing.  From the outside looking in, man it feels great.  If feels like a really cool spot.  Could you really get a better spot in wrestling right now?  Dark Side of The Ring is super, super hot.  I think that we need to do something that is, again, completely different than everybody else.  I think we need to serve a product that nobody else is serving.  And then we’ll stand out.  If we try to do what other companies are doing, we might look like copycats, we might look lesser than. We might not actually get what we’re trying to do the way people do it because it’s not our idea.  I’m not saying we do that at all.  I’m just saying the approach should be for us to be fresh, innovative, and be ourselves and be the best MLW that MLW can be and be in total competition with ourselves and just kill it and do what we do, and use all the people that got us here, and just put the spotlight on all the guys that are killing it, and don’t get away from that.

Just When Think "Marks" CAN'T get Any More Clueless, THIS Guy Comes Along And Shows Me- They Can

 



Where do these dumb ass 'marks' come from? And why is there so many of these dumb ass 'marks' roaming the earth and on the internet? Can they really BE This dumb?

Apparently, as you're about to see, the answer is... Yes.


I've never seen a guy go so much and so far out of his way to explain how not doing research or getting facts is a great idea. That's basically what he's saying, which goes against other 'marks' who love to claim and brag that people need to do research..

I mean seriously, how hard would be to Google Raj's name and see that he's a huge part of WrestlingInc? Take what, thirty seconds at most? At least THEN if Cornette and Last had them facts, they'd have a better idea who they were making fun of. But instead they refused to do any fact checking or research and end up sounding like morons because they didn't do any research.



So here comes this 'mark' who calls himself, get this.. "Colonel Kenpachi", who has some sort of stupid looking anime KFC pic for his profile picture trying to tell me how not doing research for something is a 'good' thing.

Really, honestly, you're gonna see him explain and explain this DUMB logic and he really believes it. Stands by it 100% and he's the only one anywhere I've seen truly believe in how not doing research for something like this is a great idea.


It's about as great as the YouTube handle he decided to give himself. 


If you're gonna review something, and make fun of someone oin that review, the least you can do is if you have the guy's name (Which Cornette diod as he said he wrote it down).. TAKE THIRTY SECONDS AND GOOGLE IT!
