Kevin Sullivan confronts Terry Funk at PCW Ultra

PAUL ROMA'S WRESTLING SCHOOL HIT WITH CEASE & DESIST, DEEMED AN 'ADULT ENTERTAINMENT' ENTERPRISE

Paradise Alley Pro Wrestling, which is run by former WWF and WCW star Paul Roma and longtime WWF enhancement talent Mario Mancini, received a cease and desist letter, dated 8/28, ordering them to shut down as their wrestling school as been deemed as being in violation with a local zoning law that lists "wrestling studios" under adult entertainment aka pornography.

The letter states the town was made aware that wrestling events were being held in the space on 8/27 and such events violate the city's rules on "adult oriented businesses and entertainment establishments."  The school has been ordered to halt all wrestling activity immediately under threat of fines and potential criminal charges if they resume training or presenting events.  The school has 30 days to appeal the decision and if they choose not to do so, that will be considered an admission that they are liable for violating the zoning law and could be subject to "an assessment or judgment" by East Haven.    The letter does not state who brought the complaint against PAPW.

The irony here is that Parade Alley Pro Wrestling, as a promotion, bills itself as family friendly and has promoted a number of events over the last five years in the Nutmeg State to raise money for different charities.

ERIC YOUNG GIVES HIS TAKE ON VINCE MCMAHON, RETURNING TO IMPACT AND MORE

Recently Eric Young joined The Shining Wizards Wrestling Podcast to discuss a variety of subjects. Below you will find the transcript of a few topics that were discussed.

On wrestling in empty arenas:  What I can say is, as a guy that did 6-7 years of independent wrestling, I’ve wrestled in front of very few people before, so that’s not a problem.  Wrestling in front of nobody… it stinks.  There’s no other way for me to say it.  It’s just not good.  For IMPACT, we’re wrestling in a small studio.  It’s affordable.  It’s convenient.  It looks decent on television.  You know, it’s easy to shoot, easy to work, and easy to do all those things.  But wrestling in front of nobody is not a lot of fun.  What I can say about it is, is I’m a very experiential person.  I want to experience everything… good, bad, or indifferent.  So, I’m in a very unique place professionally right now where all of us that are working on tv, whether it’s WWE, or its ROH, it’s AEW, or it’s IMPACT… this is singular.  Well, I’m hoping it’s singular.  Like I can say at a point I wrestled on a major Pay Per View in front of zero fans.  And that’s not like a boasting thing.  It’s not a feather in my cap or "look what I’ve accomplished."  But it is an experience I think is singular.  No other wrestling generation, you know, people that worked on tv full time, have experienced anything like this.  You’re seeing it with The (WWE) Thunderdome and all that stuff.  It’s pushing technological advances.  It’s changing television.  It’s changing how we consume television.  And it’s going to change the product in a lot of ways, and in my opinion, a lot of ways for the better.  There’s been years where you could just rely on the crowd to make noise and make it seem like things are good when they’re not, so this is bare bones.  Your product better be noteworthy or something to talk about, or it’s going to suffer.

Whether his return to IMPACT felt like a homecoming:  It’s homecoming in a way, but like… everyone was like “you’re going back to TNA.” Well, TNA doesn’t exist.  It’s gone.  I understand that IMPACT is using the lineage and the history of TNA, but TNA wrestling, that chapter of the company is closed.  The truth is, other than me and maybe two or three other people, it’s all different people.  It’s owned by a different company.  It’s real by a different group of people.  It’s written by a different group of people.  It’s airing on a different channel.  There’s nothing about it that’s the same, so “home” in a way that I have a huge history with the company, but all new in a way, and for the better.  I mean, this AXS TV is in a ton of homes, and it’s a very accessible channel.  This is their second biggest television deal that IMPACT wrestling or TNA Wrestling has ever had.  And it’s growing during a global pandemic, which is insane.  I know wrestling fans don’t understand that IMPACT is the small wrestling promotion and it definitely has the lowest viewership, this, that, and the other, but business wise, it’s growing, and it’s growing when nothing is growing.  WWE can do Thunderdome and all that other stuff.  He (Vince McMahon) didn’t fire 300 people because they’re growing.  He made money, and the company made money, but the business as a whole for them is shrinking.  AEW is losing money like crazy, but hopefully holding pat.  IMPACT Wrestling, even though it is on a small scale, it is moving forward during this time.  Scott D’Amore & Ed Nordholm and all the guys there. They need to be praised for what they got going on right now because it’s very singular.  It feels very good for the soul to be back there and to be involved.

On Vince McMahon and his WWE run:  Having one person decide that I’m not part of a show, that doesn’t change my thoughts on what I have to offer.  I’ve said this before, and I’m sure you guys have read it.  Vince McMahon failed.  He’s a super genius.  Wrestling exists the way it exists because of him.  I live in this house and have this life because of what he’s done.  He’s got way more wins than he has losses.  I am not the first person he made a mistake on.  I will not be the last.  But if you have a three hour television show, Monday Night Raw, and you can’t find five minutes for me to do something, then you failed as a promoter.  You failed as a booker, and trust me, nothing is written, and nothing goes on the show without his approval.  It’s all him.  So if there’s something you like, you gotta give him credit.  If there’s something you don’t like, then you gotta blame him.  Because it’s all him.  All of it, every single second of every single show is decided by him and he decided, and whatever he decided on me, he decided very early on.  And I wasn’t able to change his mind and that’s fine.  That’s business and that’s the way it goes.  But I would say it to him in person and I would say it to his face:  He failed as a leader of that company.  I’m proving myself right every week.  Watch.  And, there’s no bitterness to it.  Like, I was very well taken care of there.  I was very well paid.  All the people there are super talented, ya know, cream of the crop and best of the best production wise.  Show wise.  Everything.  It was an amazing experience.  Not working on the shows was not amazing.  Not being part of something wasn’t amazing.  That’s just the way it goes, man.  Fate is a funny thing.  It wasn’t meant for me to be there, and that’s his loss and their loss.  I don’t hold any ill will towards them.  My time in NXT was amazing.  Triple H is one of the coolest bosses I’ve ever had.  We are still friends and talk quite often, still.  It was a very, very special time in my career.  The main roster run, I could have done without, but you’ll learn, I mean, you’ll learn tons of stuff.  I can say that I worked there which was a goal of mine my whole life, since I was three years old.  It didn’t go as planned, but that has nothing to do with me, and anybody that’s listening to this right now or reading the transcript or anything, if you think that me being in that position had anything to do with my skill and ability, then you’re sadly mistaken.  And this happens every day in every walk of life.  Politics are strange.  And no one knows why it happens, but it did.  It allowed me to move on to IMPACT, and I didn’t know If there was going to be an opportunity. 

On his IMPACT opportunity:  This is a scary time.  I’m 40 years old, I’ve never been fired in my life.  I’ve never lost a job.  I’ve never been unemployed in my life so it was a scary time because of Coronavirus compounding everything and making it really weird.  But everything fell into place and I’m back in IMPACT, and that roster, like you guys said, it’s limitless potential.  Yes, we are the underdog, and everyone that works there that doesn’t think that, then you can point them in my direction and I’ll explain it to them.  We are the underdog.  We are the third option, the small fish in the big pond, but that doesn’t mean it’s not a special place to work.  That doesn’t mean that it can’t grow and can’t become something better, and that’s something that I’m focused on.  And that’s always been my focus in wrestling.  If the company I’m working for isn’t doing well, then I’m not doing well.  And you can really feel that in the group at IMPACT, is that everyone’s kind of pulling on the rope in the same direction, because it has to be that way.  If it doesn’t, it fails.

On why McMahon didn’t see what IMPACT does in him:  I mean, reality is, brother’s got a lot on his plate.  I can’t imagine. He’s a tireless worker.  He’s 74 or 75 years old?  Like he’s a machine.  And like I said, I don’t hold any ill will towards him at all.  Anytime we spoke, he was very respectful to me.  He was very complimentary of my work at different times during my run there, which was interesting to me.  But he would say it to me and to other people that work there that he really liked me.  I wish that he would have shown that a little more, but in the end, like I said earlier and in other interviews, I am not the first person he missed on.  Kenny Omega was there for six months. Six months.  And never was on TV.  Never did anything.  And he was gone, and he’s considered one of the best in-ring performers of our generation.  He couldn’t last a year.  I mean, look, it’s just the way the business is.  I don’t think it will ever change.  As far as him (Vince McMahon), I do feel that the age, the lifestyle… like, how could you ever expect him to be a regular person and understand what regular people want to see?  He’s not a regular person.  He flies around in private jets and talks to the same ten people.  He stays in private hotels, just drives to and from the building in a private car.  He has no access or touch with the outside world.  He lives in his own world,  which he’s earned.  As far as a person controlling an entire, I don’t know what you call it, empire… like, all of it.  It all goes through him and he’s got way more wins than he’s got losses.  They’re making money hand over fist.  The Thunderdome looks absolutely amazing like I knew that it would.  He’s reinventing television again.  It’s just a mistake, and I would tell him to his face that he made a mistake.  Every Tuesday, I’m showing that I’m right and he was wrong.  There was never a single doubt in my mind that if I went somewhere else, that’s what people would say.  That’s the whole over glaring thing of the situation.  He was wrong, I was right.

On Team Canada:  For me, that’s formative.  Those were four or five of my best friends in the business.  I’m still friends with all of them today.  I talk to Bobby Roode  weekly.  I talk to Scott D’Amore weekly.  We’ve always stayed in contact.  I talk to Johnny (Devine) every now and then and A1 every now and then, and talk to Petey (Williams) every now and then.  I can say that going there and being in that group it was, kind of like a dream come true.  For me, I didn’t care what I did.  My goal when I started training in professional wrestling was to sign that contract saying that this is what I do for a living.  And I never considered myself a professional wrestler before 2004, because I did it as a hobby.  Independent wrestling was definitely a thing, not like it is now, there definitely wasn’t as many.  It was harder to work consistently, especially if you wanted to work on good shows.  But for me, my number one goal was to sign a contract saying I don’t have a job… this is my job.  This is what I do for a living.  And in 2004, that happened for the first time when we were doing team Canada.  Our first contract was for four shows and it was just for the World X Cup.  I don’t know what Canada ever did to The United States, but they hated us.  People hated us.  I was like man, we’re polite, we’re good at hockey, we make excellent beer.  Our maple syrup is pretty decent.  Like I don’t know what Canada ever did to The United States, but they hated our guts.  And we leaned into it for sure.  We were the heels, and we provoked people and stuff.  But it got over more than I think they were ready for and they just couldn’t deny it, and ended up signing the whole group full time after the World X cup, and that was not the plan. The World X Cup went so well for us and we had such good heat and we all kind of had our moment in the World X Cup.  Mine was a four way ladder match and I won that match and kind of stuck out in that match and I feel that was a big part of me being hired.   But Team Canada was an awesome run.  Working with four or five of your best friends every day and guys that are all super talented that you could trust and lean on?  That’s tough to pass on for sure.  It was an excellent time in my career.

'BULLET' BOB ARMSTRONG PASSES AWAY

"Bullet" Bob Armstrong, the leader of the famed Armstrong wrestling family, has passed away at the age of 80.
The news was first announced by his son, Scott, on Twitter Thursday night. In March, Scott tweeted that his dad came over for a workout despite bone cancer in his ribs, shoulder and prostate -- all of which he refused treatment for.
His wife, Vida Gail, died in late-June.
The U.S. Marine born Joseph James began his career in 1960 in Georgia and became an NWA mainstay in the southeastern U.S. before retiring in 1988. He would return to wrestling sporadically from 1992 through 2019, appearing for Smokey Mountain Wrestling, WCW, and TNA/Impact Wrestling as well as various indies. Incredibly, the Georgia-born powerhouse wrestled his last match in 2019, wrapping a career that spanned six decades.
All four of his sons also got into the business in lengthy careers. Brian gained fame as the Road Dogg in WWF/E and still works for the company; Brad (Robert) was a standout for both NWA and WCW, passing away in 2012; Steve wrestled for more than 10 years for several top organizations; and Joseph (known as Scott) has been in the business since 1983 for several top organizations including WWE.
Bob held a litany of titles in Mid-South, Southeastern Championship Wrestling, and various other NWA affiliates. He was named to the WWE Hall of Fame in 2011.

NWA CHAMPION ANNOUNCED FOR UNITED WRESTLING NETWORK PRIMETIME LIVE PPV SERIES DEBUT

It was also announced tonight by Dave Marquez that NWA Women's Champion Thunder Rosa will be competing on the debut edition.





Thunder Rosa joins Chris Dickinson as the first two competitors officially confirmed.

Marquez's United Wrestling Network and The National Wrestling Alliance will be launching a new, weekly 90-minute live PPV series titled United Wrestling Network's Primetime Live, airing on Tuesday nights from California's Thunder Studio on all PPV providers and FITE.TV.  

The PPV series is slated to air Tuesday nights at 9 PM EST/6 Pacific, debuting 9/15.  We are told the expected weekly price for the PPV will be around $13-$15 per week.  We are told FITE.TV will offer a monthly subscription that covers all of the live events and VOD replays.  It will be the first attempt at a weekly PPV series since the early days of Impact Wrestling launched with weekly $9.99 PPVs, later morphing into a more traditional PPV model.

The primary booking team for the endeavor will be NWA Champion Nick Aldis, Marquez and Aron Stevens (aka the former Damian Sandow in WWE) and will effectively bring back fresh NWA content after the promotion paused production on NWA Powerrr.  Obviously, NWA President Billy Corgan will have a say in the NWA-centric content and matches.  One would think NWA Championship matches will be a major part of the presentation for the PPV series.


The Primetime Live PPV series will be presented in an empty arena setting with Thunder Studios setting the COVID-19 safety protocols, according to a press release issued on 8/10.  The PPV series will be the biggest undertaking in the history of Marquez's career in professional wrestling, which has included promoting events all over the world, including China and overseeing the United Wrestling Network's umbrella of "Championship Wrestling From..." promotions, most notably the Championship Wrestling from Hollywood series, which will resume production of new episodes later this month as well.

The first match for the 9/15 United Wrestling Network Primetime Live PPV series debut episode was announced this afternoon with West Coast Pro Champion Alexander Hammerstone defending against EJ Sparks.

If WWE Isn't Micromanaged Enough, There's THIS, LMAO!

WWE has a ThunderDome director telling fans how to react and giving them certain prompts during last night's WWE SummerSlam pay-per-view.

It was noted on Wrestling Observer Radio that the coordinator, receiving instructions from WWE via headset, could be heard by all fans who were on the show via ThunderDome registration.

Twitter user @KristenAshly noted that fans were first prompted to "go nuts" after the opening pyro went off. They were also told to give a thumbs down for Sonya Deville, who lost the "No DQ, Loser Leaves WWE" match against Mandy Rose. Fans were also told to raise their red cups, if they had them, for RAW Tag Team Champions The Street Profits.

It was also noted that fans were asked to not move their screens around or put their fingers on the cameras. Kristen also said there was a lag between what fans were doing and what was shown on the screen.

Lord help me, this is what it's come to in the WWE, And people wonder why their product is the shits. Micromanaging too many things.

NWA Women’s Champion Thunder Rosa appeared on Dynamite tonight, challenging Hirkau Shida to a match at All Out next month.

Rosa appeared in a pre-taped interview with the NWA Women’s championship and was identified as champion. She called out Hikaru Shida, citing her call for challengers and challenged her to a match at All Out for the AEW Women’s championship. Rosa finished the promo by saying she would become the next AEW Women's champion.

Hikaru Shida did not appear on the program tonight and no response was given.

Rosa won the NWA Women's championship back on January 24 at NWA Hard Times. The promotion has not run any shows since February due to the ongoing COVID-19 pandemic. Rosa last defended the NWA Women's title against Melina, winning the match by count out.

MARCUS BAGWELL HOSPITALIZED WITH SERIOUS INJURIES

Former WCW star Marcus Bagwell, 50, was hospitalized this past Sunday 8/16 with what were described as "serious injuries" by the Cobb County Police in Georgia following a traffic collision on Cumberland Parkway at 5:18 PM EST.

According to an announcement released on 8/18 by authorities seeking witnesses, Bagwell was driving a 2013 Chevrolet Tahoe while driving West on Cumberland Boulevard towards Cumberland Parkway in Cobb County.  The announcement states that Bagwell lost control as he followed a curve in the road, striking the center median and a metal fence inside the median, before driving towards oncoming traffic on the opposite side of the road.  The car then hit the curb before colliding a "free-standing bathroom" next to a bus station.

Bagwell was transported to Wellstar Kennestone Hospital in Marietta, GA with serious injuries. The announcement notes, "Investigators believe Bagwell was impaired by prescription medication during the collision."

Police are still investigating the incident.

Bagwell had a long run with WCW from the early 1990s through the demise of the promotion in 2001.  He performed for WWE very briefly in 2001.  He last wrestled in March at an independent event in Georgia.  In 2012, Bagwell was hospitalized with broken bones in his jaw, neck and face after flipping his jeep in Georgia when going into a seizure while driving.

Serious Injury Collision
August 18, 2020

 The Cobb County Police Department Selective Traffic Enforcement Program (STEP) Unit is investigating a serious injury traffic collision that occurred on Cumberland Boulevard east of Cumberland Parkway on Sunday, August 16, 2020, at 5:18 p.m.

According to investigators, a black 2013 Chevrolet Tahoe was traveling west on Cumberland Boulevard, approaching Cumberland Parkway when the driver lost control while negotiating a curve. The Chevrolet Tahoe collided with the center median and metal fence within the median before continuing west across the eastbound lanes. The Chevrolet Tahoe then collided with the curb before colliding into a free-standing bathroom at the Cobb County Transit (CCT) bus station.

The driver of the Chevrolet Tahoe, 50-year-old Marcus Bagwell, was transported to Wellstar Kennestone Hospital with serious injuries. Investigators believe Bagwell was impaired by prescription medication during the collision.

This collision remains under investigation.

OVW NEWS

Ohio Valley Wrestling;s 1100th episode will air this Tuesday in Louisville before airing next Friday on YouTooAmerica nationally.

The promotion will be adding a National Championship with the idea of the winner of a tournament to crown the first champion defending the title weekly on their national YTA series on Fridays.

Reality star and former Impact Wrestling talent Jesse Godderz returned to OVW this week.  Also back are former Tough Enough competitor Ryan Howe and Rocco Bellagio, the longest reigning champion in OVW history.

A number of new talents have been brought into Ohio Valley Wrestling, including Brian Pillman Jr., former Impact Wrestling talent Marshe Rocket and Kal Herro, son of long-time MId-Western promoter Dave Herro.

OVW is looking into bringing in content from other independent and international promotions to bolster their OVW/Gladiator Sports Network Roku channel.

There's been talk of holding another Tryout/Combine once a COVID-19 safety protocol can be put into place.  The idea is that OVW parent company Gladiator Sports would provide scholarships to trainees and perhaps contracts to current OVW talents who do well.  There's been talk of late about signing a core collection of talents to OVW contracts to build around, but no word yet if this would be exclusives or a per date deal.  They have also been looking at building relationships with other independent companies to help find and share talents.

Wrestling 'efed' group 'iW' Gets Smacked, Again

You're about to see (smiles), as these guys in 'iW' especially the man behind the creation of this 'iW' can't handle it when they get a taste of their own medicine. They can dish it out but bbooyyy, when someone slaps them back. They go into total bitch mode.

But first, let's see another example of what idiots one of them is.

This guy here in a post claims titles are just 'props'.


Now he said this in an 'ooc' (Out of character) post. But, if he doesn't need titles then why is he in these two pics, HOLDING, the shitty looking titles he made that were featured in my last story?





Belts are 'props' but here he is, holding 'props', LMAO! Don't you love how they say one thing, yet do another, and look like complete idiots as a result?

Speaking of idiots, here's the fallout thanks to me having the balls to expose some facts on this 'iW'.

There's a FB wrestling page called 'ATM Cutthroat Wrestling Page'. That I was posting stuff on and was an admin on. The only reason anyone was paying attention to it was because of all the various things I posted there (most of what is on this blog, landed there). But because I did the story I did a few days back, the man who's behind the creation of this 'iW' had me removed. Apparently he's yet another example of how they can dish it out but then act like a bitch when they get bitch slapped.

Here's the proof that the man behind 'IW'(who you'll see in a minute here in this story) had me removed. Proof is, a mother fucker and I'll always be that mother fucker who has the proof.




Mr. Miller had claimed to be a friend but when push came to shove? He bitched up and blocked me because apparently, the truth hurt too much.

They in 'iW' are so quick to say 'Don't get bitter, get better'. Apparently they have a hard time taking their own advice.

And then comes THIS.. A convo someone I know had with the very man who's behind the entire 'iW' and their little 'efeds' on FB. As you'll see he gets confronted on acouple of things and then when he tries to get himself over by posting something from ten years ago, then gets called out? he too, bitches up. I don't have to say anything, the screenshots show for itself how ol 'David' buries himself and starts bitching up in the end by blocking someone who called his punk ass out.











And right there.. David gets caught because he gets called out and can't spin his way successfully out of it, so he does what every bitch ass does when they get called out and have to punk out.. He starts to bitch up.

But there's more.

And right after the reply of 'bye pussy' came? The block was put in place. So my boy Mickey got the last word on a little bitch ass.

But this is the world of 'iW' efeds people. People who try to be internet warriors but when they get their shit slapped back at them? They punk out, like total bitches.

EC3 in ROH soon? Renee Young Is Leaving The WWE

Impact Wrestling's EC3 is in Baltimore and will be debuting for Ring of Honor at this week's TV tapings, PWInsider.com has confirmed with multiple sources.

Since returning to Impact Wrestling this summer, EC3 has been building a feud with Moose over the TNA Championship while building his own "narrative" via podcasts and online videos.

WWE broadcast personality Renee Young is leaving World Wrestling Entertainment, This has been  confirmed with multiple sources.  We are told Young gave the company notice a week ago that she intends to exit.    There is no word when her final date with the company is yet.

Young (real name Renee Good), 32, has been with WWE since 2012, having been hired after working for Canada's Score Television Network. 

As of this writing, WWE has not wanted to comment.

Over the course of her time with the company, Young has worked as a commentator and backstage interviewed, has hosted a ton of PPV and TV-related programming including FS1's WWE Backstage, was a cast member for a season on Total Divas and had her own WWE Network series Unfiltered with Renee Young.    Young became the first woman to become a full-time announcer for the Monday Night Raw brand in August 2018 before shifting to Smackdown as a "special contributor" in October 2019. 

Young's work has beene extremely popular with fans and there had been talk over the length of her WWE tenure that her work was attracting the attention of a number of other broadcast entities. 

Young is married to current AEW Champion Jon Moxley, who she met while both were working for WWE.

There is no word yet on what her next move may be.

FEDERAL GOVERNMENT SEEKING TO SEIZE HOME OF TED DIBIASE JR.

The Associated Press reported today that the United States Federal Government is seeking to seize the $1.5 million Madison, MS home of former WWE star Ted DiBiase Jr., the son of WWE Hall of Famer The Million Dollar Man Ted DiBiase. 

This stems from an audit into the Mississippi Department of Human Services after arrests were made in February 2020 in one of the largest embezzlement scandals ever in the history of that office, a scandal that saw direct connections the DiBiase wrestling family.  Former WWE developmental talent Brett DiBiase  (DiBiase Sr.'s son, DiBiase Jr.'s brother) was among those indicted several months ago as part of the scandal, which saw the former director of Mississippi's state welfare agency and five others charged in one of the biggest embezzlement scandals in the history of the office.

While DiBiase Jr. is not accused of a crime, federal agents stepped in to prevent him from selling his home with today's AP article stating that sale was a week away from being completed.

It was alleged that Brett DiBiase was given funds to go to a drug treatment facility in Malibu that was earmarked for Mississippi's welfare programs. According to documents, DiBiase was allegedly given the money as payment for classes that he didn't teach for drug abuse.

The Associated Press later ran a follow-up story on the DiBiase family connection based on a revelation that WWE Hall of Famer Ted DiBiase's non-profit religious organization, Heart of David Ministries had reportedly received more than $2.1 million in welfare from the state of Mississippi after his son Brett began working for the State.  The organization had received just $5,000 in grants in 2013, but pulled in $271,000 in welfare money, the same year Brett was hired as a senior official at the Mississippi Department of Human Services.  DiBiase’s group received as much as $900,000 one year.

Heart of David Ministries spent all $2,126,739 it received from May 2017 through earlier this budget year.  DiBiase Sr. was paid $84,517 as president of the organization.  Heart of David Ministries pledged in a 2018 contract to “establish a network of partnerships, services and resources throughout Mississippi communities for faith-based and self activities" but there is no word on how the money was actually used.  At the same time it was receiving money from the State of Mississippi, 98% of welfare requests were being turned down by the State.  The Ministry is no longer receiving any aid from the State, according to the AP.   According to the AP article, a woman who answered the door at the home of Ted DiBiase Sr. in Clinton, MS called the Clarion Ledger (the newspaper which initially broke the news) past reporting “fictitious.” but declined to comment.

Where DiBiasel Jr.'s home may play into this is that the AP reported that the Mississippi Community Education Center also paid Brett DiBiase’s brother, former WWE star Ted DiBiase Jr., to provide training to human services employees in late 2018 and early 2019.

Audit of DHS Reveals Millions Wasted

Auditor’s Office Questions Over $90 Million in Spending of Welfare Grants and Other Funds

JACKSON – Millions of dollars of grants from the Mississippi Department of Human Services (DHS) were misspent, converted to personal use, spent on family members and friends of staffers and grantees, or wasted according to an audit released today by State Auditor Shad White.

“This completed audit of DHS for the previous year shows the most egregious misspending my staff have seen in their careers at the Office of the State Auditor,” said White. “When you read this one-hundred-plus page audit, you will see that, if there was a way to misspend money, it seems DHS leadership or their grantees thought of it and tried it.”

The audit of DHS came as a part of the Office of the State Auditor’s yearly Single Audit of federal money flowing through state agencies.

The audit of DHS showed massive sums were funneled to grantees like the Mississippi Community Education Center (MCEC) and the Family Resource Center of North Mississippi (FRC), two non-profits. Those grantees were given over $98 million in DHS grants over the last three years, mostly from the program Temporary Assistance for Needy Families (TANF).

The audit’s formal finding is that over $94 million of that grant money has been “questioned,” meaning auditors either saw clear misspending or could not verify the money had been lawfully spent. Examples of questioned spending included:

•           MCEC and FRC used TANF money to hire lobbyists with TANF money, which is unallowable, often with no paperwork describing the work the lobbyists were hired to do.

•           MCEC awarded contracts to and hired former DHS Director John Davis’s family members, sometimes paying them up front in lump sums.

•           MCEC and FRC paid large sums to wrestlers Ted Dibiase, Ted Dibiase, Jr., and Brett Dibiase for work that was not performed, for unreasonable travel costs, or with little proof the programs helped the needy.

•           MCEC and FRC used TANF money to fund religious concerts with no proof they benefitted the needy.

•           MCEC made multiple donations with TANF money—like donations to the American Heart Association, the Mississippi Highway Patrol, booster clubs, pageants, universities—and provided no proof the donations were used to help the needy. FRC also made unallowable donations.

Among the grantees, MCEC was particularly dependent on TANF funding and engaged in extensive misspending. From 2016 to 2019, MCEC was given over $60 million in grants from DHS, while raising just under $1.6 million from other sources. Examples of questioned spending at MCEC included:

•           MCEC paid Victory Sports Foundation TANF money for fitness programs for Mississippi legislators and other elected officials/staffers at no charge.

•           MCEC purchased three vehicles with grant funds, each for over $50,000, for Nancy New (Director of MCEC), Zach New, and Jess New. MCEC also paid salaries, cell phone bills, and other costs for a variety of members of the New family.

•           MCEC made many unallowable sports-related expenditures—like sponsoring a college baseball tournament—for services that could not be proven to benefit the needy. Some sports-related spending was for services that were not actually performed.

•           MCEC transferred over $6 million to a private school and organization owned by Nancy New and also purchased curricula and supplies with TANF funds for the school.

•           MCEC paid a speeding ticket for Nancy New with TANF funds.

•           MCEC issued a $3,000 check to the bookkeeper of MCEC with a handwritten note saying the payment was actually for John Davis.

•           MCEC paid a variety of consultants, including Jess New, for no clear deliverables or where there was no proof the spending met TANF requirements.

•           Zach New took a loan out against his MCEC retirement plan and repaid the loan with TANF money.

•           MCEC paid for extensive unallowable advertising, like using TANF money to advertise at the NCAA basketball tournament and a college football bowl game. TANF money was also used to purchase tickets to a college football game.

•           MCEC paid excessive rent well above market value to a holding company owned by Zach and Nancy New. Sometimes the rent paid for spaces that were not used for TANF-related purposes.

The unallowable spending was achieved through a variety improper activities, like: DHS Director Davis limiting monitoring of subgrantees; forged documents; subgrantees providing summaries of expenditures that did not match actual expenditures; a limited or nonexistent RFP process for selecting subgrantees; fraudulent accounting entries that misstate actual payees; a failure by DHS staff to report obviously improper transactions to law enforcement; and others.

Auditors have recommended current DHS leadership take steps to remedy these problems. “DHS staff should immediately move to seize any property that was purchased by grantees with taxpayer money, as that property belongs to the taxpayers,” said White. “That property does not belong to the Auditor’s office, so we cannot do this for them, but it should be marked as DHS property, and DHS should use their legal authority and move quickly to seize it.”

The audit also suggested DHS conduct an internal investigation into current and former DHS staff who may have played a role in the fraud.

“Thank you to our team of professional auditors for their incredible work,” said White. “The doggedness and attention to detail shown by Stephanie Palmertree, Michael Torres, Jason Ashley, and their team of CPAs led to this critical report. Their work is the first step to restoring public trust in DHS.”

The Single Audit report is now forwarded to the federal government, who will determine the consequences for DHS. Those consequences could include cuts to future grants from the federal government or penalties.

While this Single Audit report concluded the Auditor’s office’s audit of DHS, the criminal investigation of this matter by the Auditor’s office and federal authorities continues. “This audit should be a wake-up call to everyone in government. The old way of doing things, where you do whatever your boss or a person who controls a lot of money tells you to do, or you ignore the law around how to spend money because you think no one is looking—those days are over,” said White.
